I don't know. I suspect, were I to think about it, it might have something to do with Kulgan's arrogance, or pride, that there was a "greater" magic was hard for him to swallow.

Also, he was kind of an old fat guy who liked to sit around and smoke and drink, and traveling to far off places with people who wanted to kill you was down on his "things to do" list.

I think he got all his lust for adventure satisfied during the Riftwar.
