Because the Kingdom was almost bankrupt just arming it's own army. Because you can't trust mecenaries to fight. Because the Tsurani don't have any, so you'd have to book a deal on the part of a hour in the Empire. Because you'd have to get someone in the Assembly to open a rift and make it convenient to move an army.

Because of a lot of reasons where you just don't bother.

And the biggest one, because you've got enough problems on your hands without inviting foreign soldiers to join the party.
