Because basically Pug isn't a barbarian. He would blow up the lead ship with the Emerald Queen on it, but he wouldn't personally _indiscriminately_ kill men who had basically been drafted into service. One of the things I will stress over and over is that relative to other "beings of power" Pug is still a kid. He's going to make mistakes. Plenty of them. There were potentially all manner of clever things he might have done, but he didn't do them.
