Well, truth to tell, we don't know the names of those states, either. Never populated south of the Overn Deep. I can guess that at some point we'll flesh it out. Obviously I've named a few clients states inside of Kesh (north of the Girdle) proper, but not below the Girdle. As for what they are, think of the small kingdoms that used to populate Eastern Europe and Western Asia, which were constantly being gobbled up by empires, places like Armenia, Turkomen, Assyria, and other places that are always, "inside some other larger nation." That's the Confederacy.
