If Pug could stop (or slow down) aging for himself, how come he can't do it for others?

OK, here's what that means. He could cheat death, as in he had magic means to not age. He had the ability, and while with the eldar came to understand how it worked. He couldn't do it for someone else. If you have perfect pitch, you can't teach it to someone else, give it to some one else, or do anything besides be able to tell a middle C from an A flat.
