The Eldar fled _from_ their master's sides during the Chaos Wars, to Kelewan, hiking across the Golden Bridge during the general confusion. No one noticed.

The author reserved the right not to mention them during Pug's time on the Tower of Testing so the sharp eyed among you wouldn't sit up and exclaim, "Wait a minute! What are elves doing fleeing on the bridge from the Enemy? Could it be the Enemy and the Dragon Lords are the same thign?"

Beyond that, I ain't talkin'.
